President Secretary General Mark Sky Fallah Mohamed Faoud Kamara PREAMBLE We, the members of Christ the King College Old Boys’ Association-College of Medicine and Allied Health Sciences (COBA-COMAHS), acknowledging our shared heritage, commitment to excellence, and dedication to upholding the values of Christ the King College and the College of Medicine and Allied Health Sciences, do hereby establish and enact this Constitution. This document shall serve as the supreme guiding instrument for governance, organization, and the orderly conduct of the Association’s affairs. It ensures transparency, accountability, continuity, and unity among members while promoting law, order, and integrity in all matters. We, therefore, solemnly subscribe to and accept this document as the Constitution of Christ the King College Old Boys’ Association-College of Medicine and Allied Health Sciences (COBA-COMAHS).

ARTICLE 1: NAME

The name of this body shall be Christ the King College Old Boys’ Association-College of Medicine and Allied Health Sciences (COBA-COMAHS).

ARTICLE 2: OBJECTIVES

2.1. General Aim - To unite members of Christ the King College Old Boys’ Association-College of Medicine and Allied Health Sciences (COBA-COMAHS), promote the welfare of members, and uphold the values and traditions of Christ the King College and College of Medicine and Allied Health Sciences. 2.2. Specific Objectives: a. Foster brotherhood, cooperation, and mutual support among members. b. Promote academic excellence, leadership development, and professional growth among members. c. Support initiatives that enhance the image, reputation, and influence of the Association within the University and the wider community. d. Undertake community service projects and outreach programs that reflect the Association’s values. e. Preserve and promote the history, culture, and traditions of Christ the King College and College of Medicine and Allied Health Sciences. f. Mobilize resources to support the welfare of members and the operational needs of the Association. g. Establish and maintain strong relationships with other alumni bodies, both within and outside the University. h. Provide mentorship, guidance, and support to new and prospective members of the Association.

ARTICLE 3: THE COBA-COMAHS. EXECUTIVE COMMITTEE

3.1. THE PRESIDENT 3.1.1. Eligibility Criteria: a. The candidate must be in the professional year of his Degree programme at the University. b. He must be a registered and fully paid-up member of the Association. c. He must not have been found guilty of any offence by any disciplinary committee within the University. d. The candidate shall possess qualities of modesty, diligence, intelligence, and an unimpeachable reputation. e. He must have been a student of Christ the King College for no less than three academic years. f. He must have actively participated in and attended meetings of the Christ the King College and College of Medicine and Allied Health Sciences (COBA-COMAHS) and related COMAHS gatherings. g. He must have paid a candidacy fee of Nle 500 (Five Hundred New Leones). h. He shall be elected through a democratic process conducted under the First-Past- The-Post electoral system. 3.1.2. Tenure: The President shall be eligible to seek re-election for a second term, contingent upon satisfactory performance and adherence to constitutional mandates during the first term. 3.1.3. Duties and Responsibilities: a. The President shall oversee and coordinate all activities of the Association. b. He shall have the authority to make executive decisions necessary for the effective running of the Association. c. He shall appoint the Chief Electoral Commissioner. d. In consultation with the Executive Council, he shall delegate responsibilities and supervise subordinate officers. e. He shall be a principal signatory to the Association’s bank accounts. f. He shall have the authority to appoint the Vice President, an Advisor, and such other officials as may be deemed necessary for the proper functioning of the Association. 3.2. OFFICE OF THE VICE PRESIDENT 3.2.1. Qualifications: a. The Vice President must have completed at least three years of examinations in their degree program. b. Must be a fully registered and financial member of the Association. c. Must have demonstrated consistent attendance at Association meetings. d. Must exhibit qualities of modesty, intelligence, diligence, and integrity. e. Must have paid the prescribed candidature fee as determined by the Association. f. The Vice President shall be appointed by the President. 3.2.2. Responsibilities: a. The Vice President shall act as the substantive President during the latter’s absence. b. Shall perform any delegated duties assigned by the President. c. Support the President in coordinating Association activities and upholding the organization’s objectives. 3.3. OFFICE OF THE SECRETARY GENERAL 3.3.1. Qualifications: a. The Secretary General must have completed at least three years of examinations in their degree program. b. Must be a fully registered and financial member of the Association. c. Must have no record of disciplinary sanctions by any University committee. d. Must exhibit qualities of modesty, intelligence, diligence, and reliability. e. Must maintain consistent attendance at meetings. f. Must be democratically elected by the Association membership through the first- past-the-post electoral system. g. Must have paid the prescribed candidature fee of Three Hundred New Leones (NLe 300) 3.3.2. Responsibilities: a. Serve as the chief administrative officer of the Association. b. Co-sign official documents alongside the President. c. Maintain custody of all Association records, documents, and correspondence. d. Record and preserve accurate minutes of all meetings. e. Collaborate with the President in setting meeting agendas and schedules. f. Oversee all official correspondence and communication on behalf of the Association. g. Serve as an ex-officio member of all Association committees. 3.4. OFFICE OF THE DEPUTY SECRETARY GENERAL 3.4.1. Qualifications: Same as those prescribed for the Office of the Secretary General, except no candidature fee is required. 3.4.2. Responsibilities: a. Act as the substantive Secretary General in the absence or incapacity of the Secretary General. b. Perform any duties delegated by the Secretary General. c. Serve as an ex-officio member of all Association committees. 3.5. OFFICE OF THE FINANCIAL SECRETARY/TREASURER 3.5.1. Qualifications: a. Must have completed at least three years of examinations in their degree program. b. Fully registered and financial member of the Association. c. No record of disciplinary sanctions by any University committee. d. Must be modest, intelligent, hardworking, and reliable. e. Must have regular attendance at Association meetings. f. Democratically elected by the Association membership under the first-past-the- post electoral system. g. Must have paid a candidature fee of Two Hundred New Leones (NLe 200) 3.5.2. Responsibilities: a. Manage and oversee all financial affairs of the Association. b. Maintain accurate records of all receipts and expenditures. c. Prepare and present financial reports to the Executive Committee and General Membership. d. Collaborate with the President in drafting the annual budget. e. Ensure compliance with all financial policies and regulations of the Association. f. Serve as a member of all financial and audit committees. 3.6. OFFICE OF THE WHIP 3.6.1. Qualifications: a. Must fulfill the same criteria as those prescribed for the Treasurer. b. Must have paid the prescribed candidature fee of Two Hundred Nle Leones (NLe 200) 3.6.2. Responsibilities: a. Implement all policies, plans, and resolutions passed by the Association. b. Ensure adherence to rules and uphold parliamentary procedure during meetings. c. Maintain peace, order, and decorum among members during sessions. d. Enforce disciplinary measures against defaulters in accordance with the spirit and letter of this Constitution. e. Serve as a liaison between the Executive and General Membership to promote unity and compliance. 3.7. OFFICE OF THE PUBLIC RELATIONS OFFICER (PRO) I 3.7.1. Qualifications: a. Must have completed at least two years of examinations in any university program. b. Fully registered and financial member of the Association. c. No record of disciplinary sanctions by any University committee. d. Must be modest, intelligent, hardworking, and reliable. e. Must have regular attendance at Association meetings. 3.7.2. Responsibilities: a. Serve as the primary liaison between the Executive Committee and the General Membership. b. Educate and sensitize members on decisions, programs, and policies of the Executive. c. Regulate and disseminate all official notices in coordination with the President. d. Employ effective communication strategies to maintain a robust information network within the Association. e. Promote the image and reputation of the Association internally and externally. 3.8. OFFICE OF THE PUBLIC RELATIONS OFFICER (PRO) II 3.8.1. Qualifications: Must fulfill all requirements outlined for the Public Relations Officer I. 3.8.2. Responsibilities: a. Deputize the Public Relations Officer I. b. Serve as substantive Public Relations Officer I during their absence. c. Perform all duties and functions delegated by the Public Relations Officer I. 3.9. OFFICE OF THE ORGANIZING SECRETARY 3.9.1. Qualifications: a. Must have completed at least two years of examinations in their degree program. b. Must be a registered and financial member of the Association. c. Must have demonstrated active participation in Association activities. d. Must not have any record of disciplinary sanctions by the University. e. Must have paid the prescribed candidature fee of Two Hundred New Leones (NLe 200). 3.9.2. Responsibilities: a. Plan, coordinate, and oversee all organizational activities of the Association. b. Ensure effective preparation and management of Association events, programs, and projects. c. Maintain logistical arrangements for meetings, conferences, and ceremonies. d. Collaborate with other officers to ensure smooth execution of Association policies. e. Serve as an ex-officio member of all planning committees. 3.10. OFFICE OF THE DEPUTY ORGANIZING SECRETARY 3.10.1. Qualifications: Same as those prescribed for the Organizing Secretary, except no candidature fee is required. 3.10.2. Responsibilities: a. Act as substantive Organizing Secretary in the absence or incapacity of the Organizing Secretary. b. Assist in planning and coordinating Association activities. c. Perform duties delegated by the Organizing Secretary. d. Serve as an ex-officio member of all planning committees. 3.11. OFFICE OF THE AUDITOR GENERAL 3.11.1. Qualifications: a. Must be a registered and financial member of the Association. b. Must have completed at least three years of examinations in their degree program. c. Must possess integrity, reliability, and diligence in financial oversight. d. Must not have any record of disciplinary sanctions by the University or the Association. e. Must have demonstrated active participation in Association activities. f. The Auditor General shall be appointed by the President, subject to ratification by the Executive Committee. 3.11.2. Responsibilities: a. Conduct independent audits of the Association’s financial records and accounts. b. Ensure transparency and accountability in all financial transactions. c. Present audit reports to the Executive Committee and General Membership. d. Advise the Association on financial compliance and risk management. e. Safeguard the integrity of the Association’s financial systems. f. Collaborate with the Treasurer and Financial Committees to strengthen financial governance. g. Report findings directly to the President and Executive Committee, maintaining impartiality and confidentiality.

ARTICLE 4: GENERAL RULES AND REGULATIONS

The following rules and regulations are hereby established to guide the conduct, discipline, and orderly functioning of the Association. They shall be binding on all members and officers, and shall be observed in the spirit of mutual respect, accountability, and the preservation of the Association’s dignity and integrity: a. The President and the Executive Committee shall be accorded the highest respect and deference due to their offices, consistent with the dignity of the Association. b. Members arriving more than thirty (30) minutes after the scheduled commencement of any meeting shall not be admitted. c. Members found guilty of misconduct, disruption, or any form of default shall be subject to disciplinary measures imposed jointly by the President and the Whip, in accordance with the Constitution and established codes of conduct. d. All members are strictly required to uphold and respect the Association’s code of ethics. Practices such as tribalism, cultism, and any other anti-social conduct are expressly prohibited within the Association. e. The President shall preside over all meetings and activities of the Association, exercising full authority in the governance of the Association’s affairs. f. The President shall organize a formal inauguration ceremony for the newly elected Executive Committee within one (1) week following the elections. g. Outgoing Executive members who fail to provide a full and satisfactory account of their tenure to the General Membership shall be summoned before the National Executive Committee and the Office of the University Warden for appropriate action. h. The President shall have the authority to dismiss any Executive member found to be ineffective or negligent in the discharge of their duties, based on clear and convincing evidence. i. In the event of such dismissal, the President shall ensure that fresh elections, selections, or appointments are conducted within one (1) week to fill the vacant position. j. The Office of the President may be impeached or otherwise removed on reasonable grounds, including but not limited to: i. Gross misconduct, mismanagement, or misappropriation of Association funds. ii. Mental incapacity or inability to perform the functions of the office. iii. Death of the President. k. Upon any such proceedings, a Committee comprising five (5) senior COBA-COMAHS members, defined as individuals with previously distinguished service to the Association, shall be established to investigate the allegations thoroughly. l. The President shall be entitled to a full opportunity to defend themselves during any investigation or impeachment proceedings.

ARTICLE 5: ELECTIONS

The conduct of elections within the Association shall be governed by the principles of fairness, transparency, and equal opportunity. All electoral processes shall be carried out in accordance with this Constitution to ensure the free and democratic selection of officers: a. The Association shall hold elections annually. b. The date of the election shall be formally announced by the President. c. The rules and regulations governing the conduct of the election shall be consistent with the provisions of this Constitution. d. The Executive Committee shall provide all necessary support to the Electoral Commission to ensure that the elections are conducted freely, fairly, and transparently.

ARTICLE 6: ELECTORAL COMMISSION

The Electoral Commission shall serve as the independent body responsible for the supervision and administration of all electoral processes within the Association. It shall operate with impartiality, integrity, and in strict compliance with the provisions of this Constitution: a. To conduct a thorough scrutiny of all submitted nomination forms. b. To impose sanctions on defaulting aspirants, including but not limited to: i. Appropriate fines proportionate to the offense. ii. Disqualification from candidature eligibility. c. To oversee the printing and distribution of all electoral materials. d. To publish and maintain a comprehensive voters’ register, comprising only members who are fully registered and have paid all requisite dues.

ARTICLE 7: ELECTORAL REGULATIONS AND GENERAL PROVISIONS

The following regulations and general provisions shall govern the eligibility, conduct, and administration of all electoral activities within the Association. They are intended to ensure order, fairness, and consistency in the execution of the electoral process: a. Any registered member who defaults on the payment of monthly dues for two (2) consecutive months shall be disqualified from participating in any aspect of the electoral process, including voting and candidacy. b. The Constitution may only be amended by a resolution passed with a two-thirds (2/3) majority vote of the general membership present and voting at a duly convened general meeting. c. Membership registration shall automatically close fourteen (14) days prior to the officially scheduled election date. d. All offices within the organization shall be open to contest, with the exception of the offices of the Vice President, office of the Auditor General, and the Adviser to the President, which shall remain appointive. e. A standard monthly dues structure shall be proposed by the Executive Council and formally announced by the President during a general meeting. f. The President is encouraged to extend invitations to members of the National Executive to participate in and observe the electoral process. g. The President shall have the exclusive authority to fix and announce the official date for general elections. h. All students in at least their second (2nd) year of an undergraduate degree program shall be deemed eligible to contest for the office of the Executive President, provided all other constitutional requirements are fulfilled.

ARTICLE 8: ELECTORAL PROCEDURES AND GENERAL GUIDELINES

The following procedures and guidelines shall regulate the conduct of elections within the Association. They are designed to provide a clear framework for the nomination, campaigning, voting, and declaration of results in order to safeguard the integrity and credibility of the electoral process: a. Any serving executive member intending to contest in an upcoming election must tender a formal resignation within twenty-four (24) hours following the appointment and announcement of the electoral commissioners. b. All aspirants must possess a minimum Cumulative Grade Point Average (CGPA) of 2.5 as reflected in their most recent academic transcript. c. Registration of members or aspirants shall not be permitted on the day of the election. d. Campaign activities must cease twenty-four (24) hours prior to the election date. e. The President, in conjunction with the Electoral Commission, shall coordinate and convene meetings to inform and sensitize the electorate. f. The Electoral Commission shall have full constitutional authority to regulate and supervise all electoral activities and processes.

ARTICLE 9: APPLICATION FORM REQUIREMENTS

Each aspirant’s application form shall include: a. Full Name b. Date of Birth c. Faculty d. Department e. Course of Study f. Academic Level g. University Registration Number h. Office Sought i. Years of Entry and Graduation from Christ the King College Note: All application forms must be submitted with a valid transcript, one (1) passport-size photograph, and bank payment slips. Forms returned beyond the stipulated submission date shall be disqualified. j. Incomplete or inaccurately filled forms shall be rendered invalid by the Commission. k. Any member who has re-enrolled for a new academic course at the University is eligible to vote and be voted for, subject to fulfilling all constitutional requirements. l. All executive positions shall be considered dissolved two (2) weeks before the scheduled election date. m. The Executive shall provide the Commission with full logistical and administrative support to ensure the smooth conduct of the elections. n. Standard electoral procedures must be strictly adhered to throughout the process. o. The President reserves the right to dismiss any commissioner who contravenes the constitution and may appoint a qualified replacement. p. The outgoing executive body shall officially hand over all relevant documents and materials to the incoming administration in a general meeting, within one (1) week after the conclusion of elections.

ARTICLE 10: FINANCIAL AFFAIRS

The financial affairs of the Association shall be managed in a transparent and accountable manner, in accordance with the provisions of this Constitution. All revenues, expenditures, and financial records shall be maintained with integrity to ensure the proper use of the Association’s resources: a. The official account of the Association shall be opened and maintained at a reputable and accessible bank within Sierra Leone. b. The authorized signatories to the Association’s account shall be the President, the Secretary-General, and the Treasurer. c. The President shall present a monthly financial report to the general membership, which shall be delivered through the Financial Secretary and Treasurer. d. All financial transactions of the Association shall be strictly conducted through the official bank account. e. The outgoing executive shall hand over all financial records and account documents to the newly elected executive no later than one (1) week following the election.
